RAP student loans: the $10 floor, 30-year clock, and the SAVE deadline in the mail

RAP student loans: mustard envelope and teal-highlighted repayment notice on charcoal slate

RAP went live July 1. Payments are 1–10% of AGI with a $10 minimum, not $0. New Direct Loans get RAP or Tiered Standard only. SAVE is dead; servicers are sending 90-day switch notices through October. Parent PLUS is still out.
